IIS8 Reverse Proxy

I am trying to setup IIs8 to be a reverse proxy back to OWA and have a lot of difficulty.

I am referencing the many guides out there. I use WPI to install ARR and its components. Afterwards, I see Server Farms in IIS. When I create a server farm and add the target server(s) then hit finish, I am NOT given the prompt for it to automatically create the URL rewrite rules.

Then when I click on the server farm, the panel to the left where you should have options such as load balancing and caching.. that window is just completely empty.

When I do an IIS-Reset after installing ARR, it gives me an error that either an IIS service or dependecy failed to start.

I have uninstalled everything and reinstalled. I even stood up a new Server 2012 vm and had the same issues. They are fully patched.

Any ideas?
