How manage an office365 small business tenant with an account from the office365 tenant

I'm delegated manager for my customer,

Can I manage the office365 tenant? or If not, Need I an account to manage the office 365 small business? I need usually manage sharepoint, create new sites, upload information. etc...

    As a partner, you can manage other tenants, as long as they have accepted the request. For most of the tasks you dont need an account/license, but there are some exceptions (EO PowerShell for example).
