Generating SAML AuthRequests

I want to generate an samlp:AuthnRequest.

Hand coding this would appear somewhat complex.  Is there an easy way to perform this

Does a tool exist that would return a physical xml file for the saml:authrequest

Is there a library I can use that would accomplish much the same thing  (I would prefer the tool)
