If this is your first domain controller, then you need to create the forest.

If you already have domain controllers, then you need to install the ADDS features (Active Directory Domain Services) to Windows and then run DCPromo. See here for details - http://www.rackspace.com/knowledge_center/article/installing-active-directory-on-windows-server-2008-r2-enterprise-64-bit
