HTTP Error 401.3 - Unauthorized in Windows 8.1 IIS 8.5

I turned on IIS 8.5 ion my machine. All users have full permissions.  I get error HTTP Error 401.3 - Unauthorized when I try http://localhost/

It means that the is an issue with the NTFS permissions on the directory that the website is configured to use as is document root.

I saw this article . wwwroot is shared. All users have full permissions
IIS also creates "IUSR" as default user to access files via IIS. So make user IUSR has read access to files/folders. You need to add both IIS_IUSRS and IUSR. I remember once running into this after making an assumption that IUSR is naturally a member of the IIS_IUSR group.

You should also check the identity that the AppPool is running under.  It should also have access to the directory.  Also, what is the page you are hitting? ASP, aspx, html...

I would try this:
1. Create new local account named test.web.
2. Put that user into IIS_IUSRS
3. Grant that group into permissions to the web root directory
4. Reconfigure the AppPool to use this new user account from step 1.
5. Recycle the AppPool
6. Restart website.

On your browser, clear cache and restart browser.
