Is it possible to provide calendar access for companies outside your own domain?

If you have your own Exchange environment it would be possible. You need to create an account without a mailbox, give that to your external partner, create a new account with a mailbox and only share it's calender to this newly created account for your external partner.

You could use webaccess and let your partner connect to the webacces and add the e-mail address of the shared calander at the end of the OWA URL. Let him log in with the account you created and if i'm not wrong you should see the calender appear.

I assume you are talking about Office365 calendars as you post in that area.
This is a standard feature
