Exchange 2013, Outlook 2013, missing read emails in shared mailbox

Our exchange 2013 box has a mailbox that is shared across several users.  The primary user can see all unread email in the inbox.  Other users cannot.

The primary user will see, as an example, 50 read emails and 13 unread.  Other users cannot see all of the unread.  The numbers reflected are the same, but in the view, you cannot see the unread emails.

I have reset the view.  I deleted the profile and rebuilt.  I have added other users and tested on other computers.  I have sorted off of a different column.  No joy.  I still have a mismatched number of unread emails in several of my shared mailboxes.

This is Exchange 2013 (CU6) and Outlook 2013.

Ideas on what I may have missed?

    If you cannot see the messages at all, that usually means the messages are marked as private. That will stop a shared mailbox user from being able to see the messages.

    I checked that!  Not marked private in owners mailbox.
