Looking JavaScript Frameworks that can interface with ASP.NET/MSSQL or PostgreSQL/RoR

I'm just jumping into the JavaScript universe. My apologies if the question illustrates my ignorance with the topic. I'm about to create my first full-blown web-based app. My long-standing municipal client recognizes that the technology is new to me and my hourly rate to build the app will reflect this.

My goal, long term, is to create MVC applications using PostgreSQL, RoR, and a solid JavaScript framework. All three, in candor, are new technologies to me.
With this project, however, I'm wedded to Microsoft. The application will reside on my municipal client's web-server running MSSQL and ASP.NET. It's worth noting that I know MSSQL like the back of my hand and I'm solid with ASP.NET

Here's my question: Are there JavaScript frameworks available that reasonably interface with both ASP.NET and RoR? Rather than learning two JavaScript frameworks, I'd like to learn just one, and learn it well.

I opted for AngularJS, with Backbone being the close runner up. EmberJS may be the best bet for you due to its strong Ruby ties.
