How do I disable SPAM/Content filtering in SBS 2011 Exchange

Inherited a domain with SBS 2011 installed. SPAM/Content filtering was enabled on the SBS server. We disabled all polices in the Ant Spam tab in Org Config / Hub Transport on the EMC, having implemented a smart host config for AV/SPAM protection

A user received a quarantine email from postmaster@companydomainname.com
Subject line was  [WARNING - ENCRYPTED ATTACHMENT NOT VIRUS SCANNED]  
Email content was:  
The message or an attachment did not reach the intended recipient(s).

  Subject: [WARNING - ENCRYPTED ATTACHMENT NOT VIRUS SCANNED]  
     From: sender@sendersdomainname.com
       To: recipient@recipientsdomain.com
     Date: Thu, 04 Sep 2014 15:16:41 GMT

   Reason: Message contains an encrypted ZIP file
   Action: quarantine

This is from the Exchange server. Why would it quarantine anything is the Anti Spam policies are disabled?
Is there more that needs to be done to disable?
I also need to locate the quarantine mailbox, how can I do this?

Exchange doesn't prefix messages in the way that you have posted - so it wasn't Exchange that quarantined the message. It was something else, third party tool for example.

To find the quarantine mailbox, use get-contentfilter - however if you have disabled all of the agents then it isn't being used.
