Microsoft Office 2013 Standard Install Fails

We have an install of Microsoft Standard 2013 that is failing. We've created a MSP file for the install but the installer window just closes with no errors or any information, but it does produce a log file (see below).. I've googled for the answers but nothing out there has worked or been helpful. Please advise.

To further clarify, the same issue occurs even when we remove the .MSP file from the picture. There are no other Office products on the impacted PCs.

Online repair won't work because it won't install in the first place - there's nothing in add/remove programs to even choose.

The other link is basic troubleshooting steps and they've been done.

Anyone have any other suggestions? Google has very little about this error and what's out there hasn't really helped.

Did you use the fixit download under is it solved on the office online repair, that can actually help.

I've tried a few "Fix It" solutions with no luck. :/

The error with the "Bootstrapper Set Up" pops up and then it generates that log file in the %temp% folder.

There was a group policy in place that prohibited access to the "AppData" folders.
