Make sure you import PNA adm file in AD, Once you done, use the below config to update PNA URL

Group Policy -> computer configuration -> policies -> Administrative Templates -> Classic Administrative templates -> Citrix Components -> Citrix online plug-in -> PNAgent URL -> Right click on the PNAgent URL setting and click edit -> Enable the setting  -> Enter PNA url

Use same config under user configuration too.

To create adm check this expert update http://www.experts-exchange.com/Software/System_Utilities/Remote_Access/Citrix/Q_28126072.html
