Is it possible to have what will become a responsive web application available from the Google Play Store as nothing more than an icon that brings up the page?

The temporary page currently under development is www.frugalmule.com/apptracker.  Assistance is greatly appreciated.

not clear what you are asking.

but if you are developing an android app you can load it onto your android phone using the android studio to test as if you downloaded it from the store

Some Android apps are clearly stand-alone apps and stand by themselves as such with or without internet connectivity.  There are some apps though that appear to be little more than a link to a webpage designed for the phone.  It is that kind of thing that I am trying to create.  How do I turn www.frugalmule.com/apptracker2 into a google play store download, but have it do nothing more than provide a portal to the site?

Yes Apppresser is a bit - but they have basically built a wordpress interface to phonegap.

This article is quite interesting, I think wait a year or 2 and websites will be treated like apps by android...

the alternative to app presser is use phonegap directly which is free and fairly easy to use one of the built-in sample to  provide a minimal webpage one that redirect to your site
