Is it possible to create more than one calendar for a single Exchange 2013 mailbox and set different permissions for each calendar?  Or can each Exchange 2013 mailbox only have a single calendar?

You can have as many calendar folders as you like. However you can only have one default calendar, which is where meeting requests go in to, synchronises with the mobile device etc.
Think of additional calendar folders as like a paper diary, which requires manual maintenance.
Although remember that permissions are highest wins. If others have Full Mailbox Access then they will be able to see all folders, no matter what the permission.

If there is a need to keep things from people the calendar is being shared with, then use the Private button on the entry.

Simon.
