how to access to appengine 8080 port from outside?

I have googleapp engine working successfully which listens message on localhost:8080
But it doesn't open when I put global ip.

Firewall is configured properly.
firewall-cmd --permanent --zone=public --add-port=8080/tcp
firewall-cmd --permanent --zone=public --add-port=8080/udp

Why browser can access using localhost, but not using global ip?

If the server is bound to a particular interface (the loopback interface in your case), then you can't connect on other interfaces.  I've not used appengines, so I don't know the mechanism, but you need to change it to listen on any interface (usually by putting "*" or "0.0.0.0" as the interface name).

Edit: Just checked, and I think you add:
    --address=0.0.0.0
on the command line.
