Icloud Issues: Changing my ID and sending documents from my Dell Laptop to Icloud

My email address was my Icloud ID. Have had to change my email address. How do I change my Icloud ID exchanging my new for my old email address.

Can I send documents from Dell Laptop to Icloud directly. I presume I could send them to my Iphone and transfer them to Icloud there?

You can add the new email as an alias.  Then make it the default ID, then remove the old email alias.
