Auto-replies for email account - Email every time

We currently have an account that is setup purely for submissions. Submissions@domain.com.

We currently have auto-replies setup, but the issue is that the auto-reply only sends an email the first time.

We need the auto-reply to send out EVERY time someone sends an email, regardless if the person has emailed in before or not.

Is there a way to do this without creating a rule that requires Outlook to be running or is there a 3rd part application that can do this as well?

You could setup a Hub Transport rule in exchange that would do this. If you have access to the server you should be able to test it out and determine if that will work for your needs.

Sorry. Forgot to mention the Exchange service is a hosted service so we don't have access to the servers.

We were able to find a rule in Outlook 2013 that will do what we need.

The rule was setup so that any messages that come to the account "have the server reply with a message" (name of the rule)

We tested with Outlook closed a couple times and each email was getting a response.
