Mobile devices not connecting to Exchange 2013 mailbox

We've recently migrated from Exchange 2007 to Exchange 2013 and are having a problem with configuring a specific account on both Android and iPhone mobile devices. The account in question is accessible via owa and I'm able to configure Outlook with the account while not on the LAN (from a remote location over the internet). At first, I was having the same issue with my own account, but followed the recommendation of enabling inheritance on the permissions in the AD account. Once I did that my account worked fine, but the account in question still doesn't work.
The iPhone error message is: Exchange Account Unable to verify account information
I would like to know why I'm not able to configure this one particular account on mobile devices.
