Best way to get html jquery site to IOS?

Currently tried to use phonegap but apple rejected their build saying it wasn't done with X code 5.1.1.  Are there other options to convert an html mobile application build to an IOS IPA app? Or is my only option to learn xcode?

It seems to be an Apple issue.

On the phonegap and Apple forums there is a lot of discussion on the issue. It's a widespread problem and seems to be a bug in the submission process at Apple:

You should continue to hassle phonegap to get the issue rectified.  The problem ultimately lies with Apple but phonegap may have more sway that you to get something fixed.

Yep...I things are a mess in Cupertino.

Any ideas on what might work other than Phonegap? Are they the only game in town?

Can't answer if they're the only I've in town. I know Adobe captivate? Has some capability. But yes, for robust development, you're better off developing in the native language, xcode.
I don't the issue will be for long and it's affecting xcode developers as well so using someone else other than phonegap isn't going to solve your problem
