Microsoft setup bootstrap has stopped working when installing office 2013

When I attempt to install Office 2013, I received an error that Microsoft setup bootstrap has stopped working.  I have tried the fixit tools to make sure Office 2013 doesn't have any left over files from a previous installation and install tool.  Neither one of them have resolved the issue.  I have even disabled my AV hoping that would help.

I used tweaking windows repair (all in one) from tweaking.com and the issue was resolved.
