An email keeps going to junk folder in outlook 2013

I have one Outlook 2013 user that has emails from one sender repeatedly going to his junk mail folder. I have added that email to safe senders, disabled junk email in outlook 2013 via registry (it's is actually greyed out), disabled junk email via group policy, disabled anti-spam scm on that user's mailbox and still the emails from one sender end up in the junk email folder. I am running out of ideas. Does anyone have any other suggestion?

After contacting Microsoft, it appears there is some flaw in Outlook 2013 and Exchange 2013 where there are junk mail rules hidden. This was the case here. I had to download MFCMapi from codeplex and followed their instructions....all fixed

Is there anything in the header information that indicates why Outlook is placing the email into the Junk Email Folder?

Whats the Exchange backend here?

IS there any Anti-Spam AV software running on the local PC?

I'll have to look at the header info to find out....exchange 2013 and I disabled all the anti-spam that was (outlook) on the PC
