Unable to send calendar updates for existing appointments on behalf of user

We have a user that needs to have full access to another users calendar to send invitation appointments, appointment updates, ect.

The user that needs this access already has full access permissions and send on behalf permissions to this mailbox.

The user can create new appointments just fine with no problem, however when the user tries to edit existing appointments and send out updates they are getting this bounce back message:

"You can't send a message on behalf of this user unless you have permission to do so. Please make sure you're sending on behalf of the correct sender, or request the necessary permission. If the problem continues, please contact your helpdesk."

As I said, the user already has full access permissions and send on behalf permissions of this persons mailbox.

How long time ago did you granted this permission to the user ?
Allow some time for the changes to replicate.

Also, beside Full Permissions, check the Mailbox Properties and under Mailflow tab, Delivery option, check if the user has "Send on Behalf" permission.
Again, give it some time to replicate.

It has been over a week since we have granted permission to this user, so I don't think replication is a factor at this point.

This user already has full access and send on behalf permissions to the target mailbox.

Are this appointments made by the owner of the mailbox or by the delegate ?

Try to delegate calendar permissions from the OUTLOOK and see if it makes any change.
