First you will have to export the users calendar from 2007 then import it into 2010.

Export-Mailbox -Identity <MailboxIdParameter> -StartDate "<Month/Day/Year>" -EndDate "<Month/Day/Year>" -IncludeFolders '\Calendar' -TargetFolder <Target_Folder_Name> -TargetMailbox <MailboxIdParameter>

Then on the 2010 you will have to import it into the users mailbox.
First you need to grant yourself the import rights :
New-ManagementRoleAssignment –Role "Mailbox Import Export" –User Username

Where USERNAME is the user performing the import task, for example Administrator.
Then import the PST:
New-MailboxImportRequest -FilePath "\\UNC PATCH TO PST FILE\PSTFILE.pst" -Mailbox Username

Where USERNAME is the user into which you want to import the calendar.
