Some keyboard shortcuts not working

I have one user on Win7 32 bit using MS Office 2010 for whom certain keyboard shortcuts have stopped working. The ones we have identified that are not working are Ctrl + F and Ctrl + R (reply and forward in Outlook). These same shortcuts no longer working in any other Office program and Ctrl + F does not bring up the 'Find' feature in IE. Other shortcuts we have tried DO work. He is using an HP laptop attached to a docking station but even if we use the keyboard of the laptop itself, these two shortcuts do not work.  After much Googling it would seem that he is the first person ever to have this problem! Any one have any ideas on what we can do to resolve this?

Sorry, yes the problem started about two weeks ago so a restore is certainly an option, but I had hoped to figure out what had happened.

It is also a problem in Internet Explorer so not just an Office issue.
We ran the SFC /SCANNOW and now the shortcuts work. Thanks a lot jcimarron
