Is it possible to give access to other users to a Shared Calendar via Outlook Web?  , or only via Outlook client
?

Assuming you are using Exchange 2010 or later you can give access to calendar in Outlook Web App (OWA). Login or open the shared calendar in OWA and right click on the Calendar. Then click on 'Share' --> 'Share This Calendar...'.
