sbs2003 iis stopped all webservices, I cannot start services

For the last few weeks my IIS service has randomly stopped.  A year ago I converted my physical sbs2003 server to VM, I am running on Hyper-V.
Sometimes I can restart the IIS service and get all our internal websites back up.
Sometimes I can restart the IIS service all the websites start but our companyweb, which errors have been about sql permission on Sharepoint server.

Yesterday IIS stopped and I am seeing something I have not seen before.
All my webservices are stopped
A Red X is on my Web Sites
I cannot start IIS at all.
I had to stop and restart the IIS service before I could see the Stop/Start/Restart dialog box this morning.
Still I am not getting this started.  
I have attached a screen shot of the errors.

Also, I tried running SBS2003 Best Practices Analyzer and it found things to change but nothing appears to be related to this issues.  I have not implemented any of the Best Practice Recommendations yet.

Can you take a look at the application and system event logs immediate after attempting to start and post and related errors you find here please.

I get 2 errors in the system log.  I attached the surrounding logs too.  

One error is:  An ID is already in Use
One error is: The World Wide Web Publishing Service is exiting due to an error. The data field contains the error number.

regsvr32 qmgr.dll

then reboot

i will give it a try now.

BTW, rebooting the server in general has fixed my problem in the past.  But it keeps coming bck as a problem...

Do you have any additional websites running on the server ?

qmgr.dll is the Background Intelligent Transfer Service, before rebooting, you can look and see if this service is started. If it is not, this is your issue. Sometimes BITS can become unregistered and cannot run, IIS relies on BITS for managing larger data transfers and is a dependency

yes, we have 2 websites.  I applied the suggested fix and my IIS is back running, and all my websites are back up.
