Outlook 2010 Message Refresh Issue

Have a PC with Outlook that has a refresh issue when trying to read a long message.  Open the message, scroll down (or up) and the lines are condensed, overwritten, act like an accordion.  They collapse and expand again.  

Have updated the video driver, BIOS, changed the signature font, checked the mouse settings, removed unneeded add-ins, removed speech recognition, reset the Outlook view, repaired Office, checked for malware, ran ccleaner, swapped out the mouse and keyboard.

This happens with any long message on any of the 3 screens the user has.  However, when I remote in, the problem clears until I get out of the PC.  This does not happen with any other software on the PC.

It could be a malfunctioned VGA card or controller.. have you tried to benchmark the VGA before! when the benchmark works it boosts the VGA to its limit or little beyond that so if it's malfunctioned there you'll be able to obviously see it.

I moved the hard drive to the same model PC that does not have the refresh problem and the problem followed the hard drive.  So, it is definitely a software issue and only happens with Outlook.  Would appreciate any other suggestions.
