redirected printing not working after one print job

I'm having an issue with a 2012 server that I have users remoting into and printing back via redirected printing.  I can get one print job to print out, but then nothing.  There are no errors and the printer doesn't ever show it receives the job locally after the first one.  I have rebooted both server and PC with no resolution.  I did find when logged in as an admin I can keep printing, but normal users can't.

check the eventvwr for both server and client at initial RDP connection and when printing. there should be an error/warnings if something is going wrong.

That is the best part as there are no errors in the logs.  I swapped the windows 8.1 machine with a windows 7 fully updated and everything works fine.  There is something with the 8.1 system that was blocking it, but not sure what.
