Windows server 2008 switch off Open file - Security Warning

Hello Experts Exchange
I have a Windows Server 2008 machine and I'm trying to run a Bat file that starts a VBS file, every time I run it, Windows has a Open File - Security Warning window pop up and I have to click open for the file to run.

Is there a way of switching off the Open File - Security Warning?

1. Go into internet options, through control panel or IE.

2. Set the "Launching Applications and Unsafe Files" option to enabled.

This will give you a retarded bar in IE that says your security settings are unsecure or something.

To get rid of it:

1. Start>Run>gpedit.msc>Enter

2. Under Administrative Templates>Windows Components>Internet Explorer set the "Turn Off the security settings check feature" to enabled.

Where is the setting Launching Applications and Unsafe Files, I am unable to find it?

Open internet explorer->Internet options->Security->Internet/Local Intranet->Custom Level->Launching program & files in IE frame
