Do have SQL Server with SSRS installed on this machine also? And you want to know what to enter as the TargetServerURL in the project properties of the Report Project? Then the answer is:
http://localhost/ReportServer
or
http://localhost/ReportServer_<instance>
depending on how you installed SQL Server. You can test those URL's in the browser if you get some results that's probably the right one.
You can also start the "Reporting Services Configuration Manager" and navigate to the "Web Service URL" section on the left. I will show you the 'Report Server Web Service URL" on the detail screen.
At least that's how it works with SQL Server 2008 R2, it might be slightly different with newer versions.

I got the following error when i navigated to the URL

The permissions granted to user 'JohnPC\John' are insufficient for performing this operation. (rsAccessDenied)

Oh, I think I remember that's a well known problem with Windows 7 and SSRS. I think you can solve this by running IE as Administrator. Or if John is not an administrator on the machine, first try to log on as an Administrator.
