Any programs out there that will toggle CPU utilization?

Any good programs out there that can toggle your CPU Utilization?  I want to do some performance testing and would like to increase the CPU utilization in our VDI environment to certain speeds.  I know I can check google, but want to make sure its a proven app used by many IT folks.
