Exchange 2013 CU6 installation error because of Powershell Execution Policy

Hello,
I am installing the Exchange 2013 CU6 but could not do it because of Powershell Execution Policy. I check the the local group policies for user and computer and they are "Not Configured". Please see the screenshot below for more details and give me some advices.

from within powershell with the run as administrator option
Set-ExecutionPolicy RemoteSigned -Scope LocalMachine

or
Set-ExecutionPolicy RemoteSigned -Scope CurrentUser

powershell by default doesn't run scripts

I set those two scopes to remotesigned but it still did not work.

from the exchange management shell (powershell) set the execution policy again.

I set the policy in Exchange Hybrid but it still did not work

It works for now after I change the MachinePolicy to undefined.
