racadm is a command-line function for managing your drac on your dell server
has nothing to do with ESX

you need to download the utilities and run on either windows or linux

RACADM is a Linux tool, and unlikely to run on ESXi (ESXi is not Liniux, and has no service console!)

Dell offers only DRAC firmware upgrade under vmware's embedded Linux.
You can make a quick boot CD with racadm and eject in startup tools.
