Secure web-based file server

I would like to setup some sort of Windows based IIS service that Internet facing clients could log into and download files I put on that server.  The clients would need to log in and the setup would use HTTPS to encrypt the login AND the files being downloaded.  

I tried use WebDAV but it looks like that requires piece of client software.  I would like to accomplish this in a way that doesn't require the clients to use anything other than a web browser to download files.

I'm not looking for specific steps right now but just a general strategy on how I can accomplish this.

Install Windows Server 2008 or higher and install SharePoint Foundation 2013.  Your users could then login and download/upload files from the document library/libraries.  Also note that you could enable versioning feature as well various security rights.

Thanks for the idea.  I hadn't considered SharePoint.  I thought there would be some kind of simpler Windows configuration I could use.
