iTunes 11.4.0.18 works fine and syncs fine on my Windows 7 computer.

You also tried a new Windows User Profile and this should fix most of this type of problem.

Try System File Checker (SFC /SCANNOW) to see if it can correct problems.

If not, then you may need to try a Windows 7 Repair Install. You can do this with the Windows 7 DVD and sometimes with the recovery partition. Here is a Seven Forums Tutorial to assist you.

what does sfc /scannow .. do?
Does it repair something or just scan / check files
?

SFC scans for system errors and corrects then to the extent that it can. I don't know if that will fix iTunes, but it is easy to try.

Windows Repair install is more difficult and, if it works, can fix bigger operating system damage.
