do i need to be administrator to programmatically update salesforce? I am looking to do a host of updates like add accounts, complete acitivities, create new activities. (tasks)

Yes, you need to be given permission from Administrator account.

so i dont need to be adminstrator but they can just give me API permissions? where is that panel for them to do that?

@finnstone if you are still looking for an answer let me know - short answer is that profiles can be created that have api access, but this depends on the edition of salesforce and the license you are using
