Transport rules will not process system-generated messages, like NDRs, unless you have an edge transport role.

If you have edge transport role configured in your environment then issue this command.
a) Get-TransportServer
b) Set-TransportServer -ExternalPostmasterAddress postmaster@domain.com
c) Get-TransportServer | Set-TransportServer -ExternalPostmasterAddress postmaster@domain.com
d) Set-OrganizationConfig -MicrosoftExchangeRecipientReplyRecipient postmaster@domain.com

System messages are not processed by rules agents except by edge transport role.

Here is a official word from microsoft: http://technet.microsoft.com/en-us/library/bb124703(v=exchg.80).aspx

Work around : To work out for them apart from Journaling and the set a rule on all mailbox to forward emails which has the word Undeliverable.

Check this it may help :http://blogs.technet.com/b/exchange/archive/2010/01/28/3409250.aspx

I do a transport rules with specific word and it's working.

Thanks for your answer and your idea :-)

The thing is, It was not working because the final adress was a distribution group.
If I put the mail adress and not a DL it's working well.
