Does Powershell support for this application ?

I would like to create system diagnosis tool using PowerShell.  It will check basic diagnosis like .Net framework installed or not , SQL server connections , verifying attached Hardware  , opened ports and it will verify other application installed in the computer. If I face any issue in my CRM application,  I am going to use this application to find out the issue. This is the ultimate purpose for this application.
 This application targets windows 7 and windows 8 OS operating systems. Does  windows 7 and windows 8 support PowerShell ? Or Is this required any pre-requisites ?

Does PowerShell  is right development tool for this application OR any other  Microsoft frameworks available ?

Powershell can and will do what you need in this instance, I would ensure first however that I have at least powershell 3.0 installed on all the computers you want to run this from, which would require .net 4 at a minimum.

Will you be running this from a single computer and checking connections on the sql server then verifying .net framework etc on client computers ?
