FileMaker Pro 10 webviewer cache error

Hi I have been having an issue with FileMaker Pro 10, Internet Explorer 11 and Reader 11.
The platform I am using is Windows 7 64 bit professional.

Recently I was able to view PDF's from FileMaker but they would only launch externally in Acrobat Reader. After many hours of research and uninstalling and reinstalling, FileMaker, Reader and Internet Explorer now I cannot view them externally any more, but an error in the web viewer comes up that the cache cannot be written to.  Any Ideas?

If you try the link the Web Viewer is opening on that machine in Internet Explorer instead, does it load properly?

Typically this is an IE problem, not a FileMaker problem.  I'd then ask if these PDFs are from an HTTPS link -- if so, the most typical solution is Step 1 from the below:
