"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

It doesn't says that you can create App.  It's says that offers tools for Mobile BI Apps (iPad & Windows 8) can access to it.

NOTE: SQL Server isn't an application development tool but a Database Management System (RDBMS).

The tools that SQL Server offers for BI solutions (mobile or not) are cubes in Analysis Services (SSAS) and packages in Integration Services (SSIS). They work in the background processing your data and then any application can access them.
