Windows 8.1 Docked Profile

In Windows XP you could configure a docked profile so your desktop icons don't keep getting moved about which is extremely frustrating.

How do i do this in Windows 8.1? is there an app that i can use if not?

I suggest to save you some trouble and simply use an icon saver.
