Is there a better way to do this?

it depends...
question is: where does this data come from
the syntax error you get is because you cannot assign such a large value at one in the SQL, so you would have to build it up.

hence, if you have to build it up anyhow, it shall come from a table or some other external source?

you could do this:
declare @x varchar(max)
set @x = '1,2,3,4 ...'
set @x = @x + ',5,6,7,8... '
-- etc --
exec yourproc @x

The data is passed from an ASP.NET server side code. I'm using C# to build the CSV and pass it to the SQL SP.

Then the c# code is not building the parameter correctly. see here:
http://msdn.microsoft.com/en-us/library/system.data.sqlclient.sqlparameter%28v=vs.110%29.aspx
http://msdn.microsoft.com/en-us/library/yy6y35y8%28v=vs.110%29.aspx
the main "issue" for large data types is the "size" value, which is usually still "maxed" at 4000 or 8000.
hence, either set to -1 or try to set the actual length of the string
cmd.Parameters.Add("@x", SqlDbType.VarChar, -1).Value =  your_csv;
cmd.Parameters.Add("@x", SqlDbType.VarChar, your_csv.Length).Value =  your_csv;

please show the relevant code if above does not help to solve the issue

Code is below, you can see that previously I'd defined a custom type and I was building this up in C# and sending over, but this gave problems, so I switched to passing a CSV.

if (MeterID.EndsWith(","))
                                        {
                                            MeterID = MeterID.TrimLastCharacter();
                                        }
                                        string[] meters = MeterID.Split(',');

                                        //var dt_Meters = new DataTable();
                                        //dt_Meters.Columns.Add("MeterID", typeof(long));
                                        //DataRow workRow;

as I suggested above, replace:
                                        param[1] = new SqlParameter("@Meter", SqlDbType.VarChar);

by  either;

                                        param[1] = new SqlParameter("@Meter", SqlDbType.VarChar, -1);

                                        param[1] = new SqlParameter("@Meter", SqlDbType.VarChar, MeterID.Length);

I have tried performing this operation in SSMS passing this above string and it gives the same error, so it doesn't seem to be a C# issue.

Setting this in C# still gives the same error I'm afraid.

then we will need the code of your stored proc, where I fear you are building some dynamic SQL to use that list?
check out this article then:

Yep:

set @costingview = "EnergyDisplayValues "

set @sql = "declare @sDate as datetime declare @eDate as datetime declare @sDate2 as datetime declare @eDate2 as datetime set @sDate = '" + convert(varchar(10), @sdate, 120) + "' set @eDate = '" + convert(varchar(10), @edate, 120) + "' " +"set @sDate2 = '" + convert(varchar(10), @sdate2, 120) + "' set @eDate2 = '" + convert(varchar(10), @edate2, 120) + "' "+
	" insert into #tariffpivot select readingdate, period, ReadingKwh,ReadingCO2,ReadingC from " + @costingview + " as costsv" +
	" where ((costsv.readingdate between @sDate and @eDate) ) " +
	" and meterid in ("+ @meter +")"

exec(@sql)

I've tried changing to this using your example function but it now VERY slow:

SELECT VALUE FROM dbo.ParmsToList(@meter,',')
 set @sDate =  convert(varchar(10), @sdate, 120)  set @eDate =  convert(varchar(10), @edate, 120)  set @sDate2 =  convert(varchar(10), @sdate2, 120)  set @eDate2 =   convert(varchar(10), @edate2, 120)
	 insert into #tariffpivot select readingdate, period, ReadingKwh,ReadingCO2,ReadingC from EnergyDisplayValues as costsv
	 where ((costsv.readingdate between @sDate and @eDate) )
	 and meterid in (SELECT VALUE FROM dbo.ParmsToList(@meter,','))
select * from #tariffpivot

I'm trying to gather the data from a view as above, the insert into the #tariffpivot table is now very slow. If I use the dynamic SQL it seems to complete the insert much faster than when using the function method.

yes, this is possible. but if your dynamic SQL is limited, you won't have that much choices.
you could pass the data into a real table and use that one instead, but not sure if that will help performance necessarily
