I have SharePoint 2007 with
ONE parent site and 12 subsites.

How can I see one USER's total
security on one page instead of
going into each subsite to see
their associated permissions ?

I don't know of any free software but there are applications that could do this for you:

MetaLogix ControlPoint
Dell Security Explorer
ScriptLogic Security Explorer for SharePoint

These products have good reporting and I have used ControlPoint in the past.  It also has the ability to move sites/content across different locations in a farm or across different farms.
