Need Help Setting Up Initial SharePoint Home Page

I have used WSS for some time and am fairly comfortable setting up libraries etc... , but someone had already set up the initial home page.

However, I now need to set up a SharePoint page from the beginning.

Can someone give me a thumbnail outline of what i need to do and/ or point me to some good on-line resources?

I would appreciate it.
