Access based Enumeration vs. List for Content

I understand that ABE only list folder that I user has access to my question is hasn't this always been available through the use of NTFS permissions apply to Folder Only and not sub folders or deny traverse folder permissions.

So when would use use ABE?

ABE works at the share level and not the file system level

So basically they are the same thing but work at different levels...
