I found that I can turn on versioning for my OneDrive for Business account, but I was wondering if there was a way to globally set this for all O365 subscriptions in my organization?

I believe it's enabled by default. At least I have it enabled on few tenants/users I never touch.

If I'm wrong there and it's not enabled, you have two options. First, you need to grant yourself access to other people's OneDrive SC, either by doing this from the SPO Admin center or via PowerShell:

Set-SPOUser -Site https://tenant-my.sharepoint.com/user_domain_com -LoginName admin@domain.com -IsSiteCollectionAdmin $true

Then, you can either:

1) Go over each Personal site manually via the browser and configure the versioning settings
2) Automate this using CSOM
