How to add exception to proxy?

I can't access some web-site from unversity network.
For example, sourceforge.net

My collegue  says that proxy refuses the connection because the site (sourceforge.net) has been create created  , it specified that its an entertainment site.
Is that true?
How to add exception to the proxy server?

If you are a student in the university you dont have access to the software. They might be using Netsweeper etc to block or unblock the website (sourceforge.net
Speak to the IT Team and they will unblock the site for you.
From my understanding the site is blocked by the security policies in University and hence the reason showing as Entertainment site.
To unblock you need to Login to Netsweeper (or other software) then enter the web address to unblock sites list.
