Exchange 2013 not able to configure Outlook automatically for every user

I'm having a 'strange' one here... Bear with me please:

We had an Exchange 2007/2013 co-existence environment until 2 weeks ago, when we set everything on to Exchange 2013 and decommissioned the 2007 server.
All the mailboxes migrated perfectly. But some users are experiencing troubles when opening Outlook (OWA and Activesync are working perfectly for them, it’s only the Outlook config giving issues)
Here’s what happens to most of my users: They open Outlook after migration, their Exchange server setting still points to the Exchange 2007 server, Outlook profile reconfiguration happens in the background, the user is presented with the known message saying “Outlook has been reconfigured, please restart outlook for the settings, bla bla…” They restart Outlook, everything works perfectly; and the Exchange server setting in their profile points to GUID@fabrikam.org.
Perfect! As it should be!

Now, some users do not get this behavior, they are on the same server (same remote desktop server, so same client, and same Exchange server, as we have only one)
Here’s what happens to them: They open Outlook after migration, their Exchange server setting still points to the legacy Exchange 2007 server, Outlook profile reconfiguration happens in the background, the user is presented with the known message saying “Outlook has been reconfigured, please restart outlook for the settings, bla bla…”
They restart Outlook, and then they are presented with an error message stating the Exchange server is unavailable/offline. If I take a look at the Exchange server setting in their profile, it points to “/o=Fabrikam/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)/cn=Configuration/cn=Servers/cn=EXCHServer”

If I manually remove this server setting, and replace it with “EXCHServer.fabrikam.org” and click “Check name…” then the Exchange server setting in the profile points to GUID@fabrikam.org and everything works…
I should note that we have the GPO setting in place to “Automatically configure profiles based on the primary SMTP address in AD” and we also have a policy in place that forces the Outlooks to use RPC over HTTP. Could there be a setting per domain user hidden somewhere deep in ADSIedit that defines the “wrong” exchange server setting for some users??
We have over 700 milboxes on 5 RDS servers in the cluster, so I don't want to reconfigure every Outlook profile manually on every server :)

Does the issue occur for the problem users if they log directly into a workstation and not go through RDS? Just want to eliminate RDS from the picture.

Are these problem users also in the same OU as the working users? Just want to confirm if there are any differences in the GPOs they receive compared to the working users. Same for security groups.

We only have RDS, no client workstations... the issue occurs on all servers for the problem users, and all of the non problem users log in to the same RDS servers as well. They are in the same OU and have the same GPOs applied, so I guess we can completely rule out RDS.

The issue occurs with SOME users created before the migration. All users created after the migration to Exchange 2013 do not have the issue.

If I configure Outlook manually for these problem users, with the correct settings, it works as stated in the OP. But If I apply the "Automatically configure profiles based on the primary SMTP address in AD" GPO, the config data that is being pulled from Active Dercetory for these specific problem users is wrong...

Have you tried completely removing and recreating a profile for one of the problem users? If so, what is the experience when you do this.

I have, same issue if I apply the "Automatically configure profiles based on the primary SMTP address in AD" GPO
If done manually, no problem...

It's not in the profile, it's not in Outlook, it's not in the RDS environment, it's the config data that is being pulled by the "Automatically configure profiles based on the primary SMTP address in AD" GPO from Active Directory for some specific problem users is "wrong"
I think THAT is the issue, but I don't know how to find it :)

Any chance the problem users have a different primary SMTP address? For example, you have multiple Accepted Domains and the problems users primary SMTP domain is different from the working users?

Perhaps try disabling the GPO as well to see if it helps. Be sure to run a GPUPDATE /FORCE on the RDS boxes to test.

Also, the problem users. Are they logging into the same RDS box? Just want to make sure it isn't 1 of the 5 RDS boxes have an issue.

They do not have different SMTP addresses, only one domain, all are firstname.lastname@domain.com

If I disable the GPO, everything works fine, but then they have to go through the setup wizard, and my users don't want to manually configure their Outlook profiles, we have way too many users for that...

That's odd. Outlook should reconfigure itself without going through the setup wizard. Or are you referring to brand new users/first time setup of Outlook.

I am referring to first time setup of Outlook as this is the case when you remove an Outlook profile.

I know in domain joined machines you only have to click 4 times next and it configures itself. But my users don't want that. I used to circumvent the setup wizard with the old Exchange 2007 server using the "Automatically configure profiles based on..." GPO.
 It seems this GPO still works for Exchange 2013, but not for all users.

I would like to know which property the "Automatically configure profiles based on..." GPO queries in AD to do its work, because I want to compare this property for working to non-working users. IE: Why does it present "/o=Fabrikam/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)/cn=Configuration/cn=Servers/cn=EXCHServer" as a server setting for these erroneous users, and why does it present "GUID@fabrikam.org" for the working ones...

A guy called Fish reports this.
I have configured group policy to "automatically create Outlook 2010 profiles based on the AD Primary SMTP address". The problem is, the profile gets populated with the wrong Exchange 2007 Server name. After much research I figured out it's populating this field with the legacyExchangeDN name instead of the NetBios or FQDN. I found where to change this value in ADSIEdit, but was reluctant to do so after reading some posts. How to I fix this?

Might be the place to start.

the server presented in the erroneous "/o=Fabrikam/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)/cn=Configuration/cn=Servers/cn=EXCHServer" setting is the NEW exchange 2013 server 2013 not the legacy server...

Hi all,

Please run test-outlookwebservices | fl to check if anything is reported.

If you access to Autodiscover links with IE what are response.
Example:
https://autodiscover.contoso.com/autodiscover/autodiscover.xml, https://localhost/autodiscover/autodiscover.xml


If you run RPC/diag in one of your problematic clients  without changing any GPO or manual settings what are the response. You can also try to test-EmailAutoconfiguration in Outlook.

I can't use the test-EmailAutoconfiguration configuration on a problematic client because the feature doesn't want to start until outlook is fully started, which it can't, because it can't find its server - i must note, as the exchange server and the RDS servers are on the same LAN, we do NOT use caching at the moment - (which we will be when using outlook 2013 on a server 2012 RDS farm due to current 2008 RDS farm 'cheap' volume provisioning)

Doing some tests with problematic users now, it seems that when a user's profile is manually corrected on one RDS server (doesn't matter which one) it is also working on the other RDS servers when a new outlook profile is generated (and when the first start wizard is run in the background due to the above GPO)

It was NOT working before when I just recreated the Outlook profile without manually setting the server name 'once'

Strange... it seems that upon discovering the mailbox once (manually forcing it to) probably some active directory property is changed for that user, defining the correct Exchange server setting, so next time a new outlook profile is created it propagates correctly...
My Exchange <-> AD knowledge doesn't go that deep :(

Thank you for the provided information.

Unfortunately this is a known issue with migrations, this problem arises when the -RPCClientAccessServer is still pointing to the old one, that's why the migrated mailbox's presents this issue when try to access via Outlook the Mapi EndPoint wasn´t updated to the new server as expected in the Outlook profiles when they start the Outlook, and as you said the newly created mailbox's don´t have this problem.

You mention that you already decommission the 2007, please verify if still exist in your DNS server any record pointing to the old server and remove it.

After checking the DNS records and confirm that all DNS records are clean, in the RDS Server ipconfig /flushDNS.

If the problem still arises unfortunately you will had to delete the problematic profiles and create a new profile for this ungrateful job I found a script that could help, but I didn´t tested.

This script will check for a path, if the path exists, it will pass over, if it does not it will clear the current users profile and add the path so that at next logon, the profile will not be cleared.

Add a Security group to you active directory "Delete Outlook Profiles" add the users, groups etc. that you want to run this for.

Create a new Group Policy, remove "Authenticated Users" and add your new Group.

Save this to your scripts GP logon as a PS1.

Make sure that you allow scripts to run on your devices. This can be done via GP as well.

If you will ever need to run this again in your environment again, simply create a script that will clear the C:\Outlook folder from your machines. You do not need to allow users access to the C drive, as this runs as a system.

Funny thing is: I made a different script, which actually does the same. I deployed right a few days ago, and it does its job, recreating the profile on every server, once. It creates an empty file in the local user's profile folder instead of the c:\outlook dir. but it does the same, remove the outlook profile in the reg so a new one is created upon next start of Outlook.

This doesn't work for me though. Simply recreating the Outlook profile does not work in this case. I have to manually set the server name once(!) on an existing(!) profile, and it works... If then the user then gets logged in to another RDS server (through load balancing) where the exchange server setting still points to the legacy server, THEN recreating the profile leads to the autodiscovery process being successful.


DNS does not have any records left pointing to the old exchange (checked all record types)
In regards to DNS and Exchange, we only have an A record for the exchange server, an A record for mail.fabrikam.org and a SRV record for _autodiscover_tcp.fabrikam.org pointing to mail.fabrikam.org
I even added an A record for the legacy exchange server FQDN pointing to the 2013 server, no use...

I think I'll probably have to survey 700 users and filter out the problematic ones and do it manually :)

No real solution was found. David showed what it was, but could not provide a solution.

I ended up asking every one of the 700 users, filtered out the problematic ones and reset the server name manually + recreate the Outlook profile on the other RDS servers for the problematic users...
