Can an access database be converted to work on a windows phone? Access 2002 with runtime

For a native app, it's a complete rewrite.
However, for ad-hoc usage, you can remote control a machine running your Access application.

On the phone, search in the store for: 2x rdp

It works quite well.

So the remote computer needs to be running all of the time I guess?

What about using Citrix, is it? Putting an app an a server and browsing. Can it be done?

Yes. Or you will have to create a system for the user to remotely send an Wake-on-Lan command to that computer to turn it on.

Citrix is an option but at very high cost.

Very much depends on the expected usage of the application.
