Cloud based secure system for multi-tenant password storage

I am looking for a cloud based storage utility for passwords.  There are no shortage of password keepers, but I have specific criteria that I am not finding in most of them:

1.)  Must be cloud based, with browser and mobile app access
2.)  Must be free or cheap.
3.)  Must be Secure.  Security is relative.  PCI Compliance is not.
4.) Must be able to set varying levels of authentication. Some techs will not need access to everything.  Admins will.
5.)  Must be able to store and group passwords in a tree hierarchy by organization.  I need to store multiple passwords for multiple clients, in a way that is easy to navigate and distinguish each.

#5 seems to be the kicker.  Several products out there do 1-4, but I haven't seen any that do #5.

Thanks.

wondering if fastpass may be a candidate though it is a geared self service portal for end user, uses gateway that access Active Directory as the user repository and ADAM (ADLDS) as data store and may be costly

The FastPass Cloud is an alternative to the traditional on-premise system, removing the need for customer infrastructure and minimizing the costs of professional services to implement and maintain the system. There are only two requirements at the customer end:

The installation of the FastPass software gateway on a customer site, which can be installed on any virtual server that has access to the AD registry or any of the other applications on which users wish to reset passwords (e.g. SAP oracle etc.).
The configuration of a secure route through the firewall for the FastPass service.

The FastPass Cloud is a secure solution available from data centres in Europe, North America (Virginia, Oregon, North California), Asia (Singapore, Sydney, Tokyo) and South America (San Paolo). The solution is hosted by Amazon Web services - the world's largest provider of cloud-based services.

Thanks.  I looked at FastPas , CloudEntr and PassPack.  They dont appear to be exactly what I need.

I found a product called PassPortalMSP.  This looks exactly like what I need.

Thanks.
