Outlook 2013

Outlook 2013 takes a long time to get started and then stops with error 'Time limit for logging on was reached while waiting for system resources. Try again. MAPI 1.0 [000004C2]


I keep getting this message when I try to start Outlook.

Is logging enabled in Outlook - http://www.technipages.com/outlook-enable-disable-logging
Of course there are several other logs that can be enabled also like:

I can not even open outlook at all to be able to get to the file section
